Tracks and Modules
THE MAKING OF AN EXECUTIVE
The Making of an Executive track is intended for senior level managers pursuing C-Suite
positions and newly appointed executive level managers. It will consist of five modules that
will provide a well-rounded curriculum to prepare participants as they move into C-Suite
level jobs. Modules for the Making of an Executive track are:
1) The Art of Leadership
This module explores proven leadership styles and techniques for leading large agencies:
Change Management and Developing a Strategic Plan
Strategic Assessment: Your Journey
Working with Transit Boards and City Councils
Communications, Stakeholder Outreach and Public Participation Plan
2) Labor Negotiations and the Represented Workforce
This module discusses the importance of labor negotiations and techniques when working
with represented employees:
The Art of Leading a Represented Workforce
Conflict, Resolution, Dealing with Unions, and Managing a Union Workforce.
The Difference Between Labor Negotiations and Contract Negotiations
3) Finance, Budgeting and Procurement for Executives
This module discusses budgeting and fiscal responsibility for transit executives leading
agencies during difficult financial times, focusing on procurement and contract
management for agencies receiving federal and state funding:
Learning the Agency’s Financial System Capability
Understanding the Importance of Federal and State Funding Process (i.e. American
Jobs Plan)
Grant Management Requirements
Overview of Procurement Process
Ensuring Procurement Integrity, Ethics and Reporting Requirements
4) Technology and Extraordinary Innovation
This module focuses on technology and emerging business models and industry
innovation best practices:
The Importance of Cybersecurity and Securing Your System from Threats
Telecommuting and Virtual Learning
New and Emerging Business Models, Technology and the COVID-19 Pandemic
5) Understanding Compliance and Regulatory Requirements
This module focuses on federal requirements impacting civil rights programs such as
Americans with Disabilities Act; Disadvantage Business Enterprise; Title VI and Title VII of
the Civil Rights Act; and Environmental Justice regulations. Other compliance
requirements for executives include Transit Asset Management; Safety Management
Systems and Public
Transportation Agency Safety Plan; and Buy America.
