Diana C. Mendes, FAICP HNTP Corporation, Corporate President,
Infrastructure and Mobility Equity
Ms. Mendes currently serves as HNTB’s Corporate President for
Infrastructure and Mobility Equity. Previous positions held at HNTB included
Mid-Atlantic Division President and National Transit and Rail Market Sector
Leader.
Recognized in 2005 as the Womens Transportation Seminar (WTS) DC
Chapter Woman of the Year, Ms. Mendes has subsequently received
numerous professional awards. These include the 2019 Conference of
Minority Transportation Ofûcials (COMTO) Executive of the Year, the
American Transportation and Road Builders Association Ethel S. Birchland
Lifetime Achievement Award in 2018, the 2018 COMTO Shirley A. DeLibero
Women Who Move the Nation Award, and the National Transit Institute
(NTI) 2017 Training Professional of the Year. She became an HNTB Fellow in
2020, honored for her technical excellence and innovation. In 2021 Ms. Mendes received the Virginia
Business Women in Leadership Award and the WTS DC Chapter Rosa Parks Diversity Award. She has been
recognized as a Fellow of the American Institute of Certiûed Planners in 2026.
Ms. Mendes is active in developing the next generation of leaders through her involvement with the
University of Pennsylvania Weitzman School of Design, the Clarence M. Mitchell, Jr. School of Engineering
at Morgan State University, and teaching for NTI and the American Planning Association (APA).
Ms. Mendes has held leadership positions at diverse professional associations. She currently serves as the
Immediate Past President of the Mpact Board of Directors (formerly Rail~Volution) and as Chair of the
Equity in Infrastructure Projects (EIP) Advisory Council, and as a member of the Leadership APTA
Committee. She is a former appointee to the USDOT Advisory Committee on Transportation Equity (ACTE).
Ms. Mendes holds a Bachelor of Arts in Sociology from Mount Holyoke College, and a Master of City
Planning degree from the University of Pennsylvania. She also received a certiûcate in Diversity and
Inclusion from Cornell University in 2021.
