Roxana Beyranvand, Director, Rider Experience, Maryland Transit
Administration (MTA)
Roxana serves as Director of Rider Experience within the Ofûce of Customer
Experience for the Maryland Transit Administration (MTA). The inaugural
Rider Experience team's mission is to amplify and elevate the voice of riders
by collaborating with riders, operators, and staff. Together, they are
committed to co-creating solutions that enhance and transform the rider
experience.
Roxana is a proven team leader with over a decade of experience
spearheading diverse projects and initiatives by leading multidisciplinary
teams and fostering institutional collaboration and change. She previously
served as the Senior Program Manager for Mayor Scott's Innovation Team
and was responsible for advancing the team's efforts to support key mayoral
priorities. Her work included COVID-19 response efforts such as the
Baltimore Versus COVID communications campaign, youth justice
initiatives, city cleanliness, and strategies to address hard-to-ûll jobs.
Beyranvand is a transit enthusiast driven by a passion for leveraging data, human-centered design (HCD)
approaches, and agile project management techniques to co-create innovative, equitable, and
research-driven solutions with partners and the community.
Her previous experience includes the Maryland Department of Transportation State Highway
Administration's I-495/I-270 P3 Program, the Baltimore Collegetown Network Shuttle Program, the
Maryland Transit Administration's Baltimore Red Line Project, the American Federation of Labor and
Congress of Industrial Organizations (AFL-CIO), Comcast SportsNet, Baltimore Clayworks, and the
Baltimore Ofûce of Promotion & the Arts (BOPA).
Originally from the Washington, DC, area, Roxana has lived, learned, worked, and played throughout the
Baltimore region.
Raymond Weaver – Director of Employee Experience & Culture
Raymond Weaver is the Director of Employee Experience & Culture at the
Central Ohio Transit Authority (COTA), where he leads strategic initiatives that
strengthen employee engagement, workplace culture, and organizational
belonging. In his role, Raymond oversees Employee Resource Groups (ERGs),
employee sentiment and engagement strategies, core values integration,
community sponsorship activations, and culture-focused communications
that connect employees to COTA's mission and one another. Raymond has
extensive experience in international employee engagement and ERG
programming, leading local nonproûts for supporting local minority
communities and inclusive ecosystem design for fortune 500 corporations.
Raymond is a graduate of The Ohio State University with a bachelor’s degree
in Psychology and has received OPTA's 2024 Under 40 Rising Star Award for
being recognized as a transit professionals under 40 who excel in their ûeld and demonstrate strong
community leadership. His certiûcations include Intentional Leadership Academy & LinkedIn Hiring &
Supporting Neuro-Diversity in the Workplace and Belonging for HR Professionals and Leaders.
Outside of his professional work, Raymond enjoys international travel, documenting stories and
experiences from different cultures, oil painting, and playing tennis. He is also an avid supporter of his two
nephews' ûlmmaking projects and values spending time with his large family, where gatherings with his
six siblings remain one of his favorite traditions.
